Frances Kelly is the New Zealand Ministry of Education’s Education Counsellor for Europe, based in Brussels. In the capacity of counsellor she is responsible for promoting the interests of New Zealand education, and for monitoring developments in European education for New Zealand’s policy makers and institutions. She has worked for the Ministry of Education for 10 years, primarily as a Senior Policy Manager.

 

She began her career as a teacher in a secondary school, and subsequently worked in school management and in teacher education. Since 2002 she has represented New Zealand on the OECD’s Education Policy Committee and on the Governing Board of CERI. She currently chairs this Board.
